Steve, the approval process indeed made it pretty convoluted. What I originally envisioned for it when I first wrote it went through half a dozen changes, twists and turns. The main concept behind it, is exactly how you described it... show the last moments of a victims death, unhindered by powers that affect the local spiritual resonance.
It was felt that more of a "cost" was required to see the true cause of a death, hence the damage requirements and payments by those looking into death itself.
