This has been discussed at length before. I even asked Steve (AAMST Rules
who happens to be on this list) for a better wording for the addendum to
help clarify the confusion.

My interpretation:

Basic rules state that you make a mortal then apply the supernatural
template. This is for every venue. In our case, the zombie description
from the book is the supernatural template. Yes this makes them crap. The
retainer rules means that if we want to make them permanent they cost 2xp
but you can buy them up therefore adding 5xp per level to them (I think that
is the correct amount).

While they seem like crap under the 8div3 system a Predator's Bequest zombie
had a Strength of 4, Brawl 1 with a specialty meaning the zombie's pull is a
6. Only have to not draw a 1 in order to get a success (defense and all
that not withstanding) for grappling.

What I have found is that while the zombies are not as good as a human
retainer they do provide ST intimidation. Oh you have 300 Brood in the city
(When Brood weren't NST approval)? Well how many zombies do I need to make
in order to defeat them? I got a shovel and am ready to go. All it costs
me is blood and I will drain mortals dry and raise their corpses as
zombies. We can do that math via the combat round system when an action
only takes 3 seconds. That's 6 seconds per zombie. So 10 zombies a
minute? How about I come back in an hour and you tell me how you want to
deal with this plot.
