[CODE] issue 118567 - IP clearance: Remove the lp_solver

Hi all,

Issue 118567 (https://issues.apache.org/ooo/show_bug.cgi?id=118567) 
contains a patch that removes the lpsolve linear solver. Its has a LGPL 
license and can therefore not be used by Apache OpenOffice.

In the not too distant future it will be replaced with another solver 
that has an Apache compatible license. CoinMP is one good candidate.

For issue 118567, I am in need of somebody who reviews and commits the 
patch.
