it is as designed, so it is intentional. Developer Snapshots do not have desktop integration, this applies to all platforms. This has the drawback that in order to test some things you have to install a normal install set that will override your office installation (for example, OLE automation on Windows is not registered on a Developer Snapshot; or mime-type icons on all platforms).
