No, the default for new inserted graphics is anchor to paragraph; but when you copy and paste a graphic, the graphic's anchor is preserved (at least in OpenOffice 3.4.1, where I'm testing it right now with your document http://www.yousendit.com/download/TEhXTG16TStrUmtaQ2NUQw I can copy the main background image and paste it in the same document or a new one, and the anchor is always set to page. A simple test: - copy and paste your image: the new image is anchored to page - insert a new image: it's anchored at paragraph - insert a page break and paste your image: the new image is anchored at page So, when you copy and paste, the anchor gets preserved. When you insert a new image, the default is anchor to paragraph. The workaround, if you use the same picture, is to set the anchor at page, and then copy it and paste it. Another point, if this graphics is the background, why don't you set it as page background? And I'm not sure if a text document is good for this task, may be a drawing document is more suitable.
