Use acl's. Define acl with pay-for-click sites and insert it's name into
description of your EOL parent without '!', and with '!' in description of
your normal parent. Or I missed something?
If your EOL parent don't understand ICP, then you have to get 1.4.28.
The only problem you can found is: if EOL will refuse connection, or anyhow
connection will fail, you will switched to direct for some time.
