On the Microsoft home page mouseover For Developers and on the right under popular downloads will be a link to the Visual Studio Express Editions download page. On that page click the Download button. On the resulting page, choose either the web install or the DVD image download. You might also want the library. Do run Windows update first.

If you mean an install that runs over the network, I don't think so. The only way I know of to install is from a CD / DVD.
