Following up on this, I did manage to specify the draft option in the
hyperref.cfg file.  I used this syntax:

\PassOptionsToPackage{draft=true}{hyperref}

It produces a PDF with no links in it.  Now if someone knows how to
determine the "page number" of the error, I'd be all set.  ?
