I'm comfortable with either layout, but I think that for the
situations where the differences result from slightly different
behavior for a major platform category, going an additional level deep
makes more sense.  So I'd lean toward your first suggestion.  I can
easily see situations where something like this could be used to
support multiple versions of Windows, for example.  Certainly in that
case, it would make sense to use multiple levels.
