Just to confirm one of Rick's statements, there are SVN corruption
issues with committing code using https. One of the code blocks that did
not make it over to the new SVN repository was from my Publican sandbox.
The unixextensions document files were not copied to the new repository.
I had been having trouble with those files ever since I committed them.
They would not check out again after the commit. Luckily I still have a
copy of the files so all my work is not lost.

So I would highly suggest you do NOT commit code using https until they
get this problem straightened out.
