We had a discussion back in May that we would drop oorexx-config, because
starting with 5.0 we're using CMake to build

the shell script oorexx-config is not being built in the current 5.0 build.
oorexx-config is not used by oorexx, but is used when building related
software, such as rxsql. It provides an easy way to find the appropriate
libraries and header files for building software.
