Jeremy, I don't think anyone has tried this before. As I understand MinGW
does not provide a full POSIX environment.
In the very early days of ooRexx there have been efforts to compile using
CygWin, but I don't know any details.
What would be the reason for not using the free MSVC?

The respective bug <https://sourceforge.net/p/oorexx/bugs/1380/> has been
fixed since. Using gcc 6 or 7 should now work fine.
