    It could be that there is a sourceforge problem currently and none of the 
forwarding is
    working, or it could be that another admin has changed something, or it 
could be that this
    field despite it's name does not control the forwarding of tracker items to 
the mailing lists.

    I just tested the rfe ticket and it forwarded to the list ok, even though 
that field is empty,
    so not sure now where to go with this one.
