"newValue" is given it must be a positive whole number that is
larger than fuzz()

Sorry, "SetPackageOptions" must have a "newValue" string argument formatted as an "::OPTIONS"
directive. Also fixed the code to check for this, which will get committed the moment SourceForge is
available again for commits.

trace option in effect ("A", "C", "E", "F", "I", "L", "N", "O", "R"); if
