Hi Mark, anything is possible although it seems to be related to file 
timestamps happening around the switch to Daylight Savings.  In my case, 
the problem with Time("offset") has been around since September when I 
first wrote the application.  I ended up hard-coding a -4 hour offset and 
never got around to writing code that would dynamically correct the offset 
value. 

If no-one else has run into this problem, it could be ooRexx on ARM.  I 
would expect that converting timestamps to UTC would be reasonably common.
