Wow, thanks a lot for going through this effort, despite the rather cold 
welcome from the Fedora maintainers !

Not tested yet, and I am not used to Fedora, but some comments on the spec file:
* opam requires "patch" at runtime, too (it'll complain and fail to init if 
absent)
* "make", "m4" and "cc" are not strictly required (opam doesn't use them 
directly, packages do) but you won't go far without them (at least on the 
standard repo).

Then it'd also be cool if they had aspcud (or packup)...
