Note that with the current signed repo proposal, you won't be able to change 
other package's constraints directly anymore (since they are signed by their 
authors). You can still PR the changes, of course, but they will need to be 
signed by the respective package maintainers, or, more likely, by two of the 
repository maintainers (we shall provide the tooling so that it's quick and 
easy for them to do so).

For a way to quickly, semantically patch constraints and PR, that shouldn't be 
too difficult (if you accept that the file is pretty-printed, e.g. format and 
comments are lost)
