On mainline (OpenAxiom-1.4.x), I've changed two things in Boot and the
codes written in Boot to get closer to Spad script syntax:
(1) ^= to ~= (operator for not equal)
(2) removed support for ^ to mean "not" -- the "not" operator is
already there.
