Quality is a huge concern. Of course, even in high-end production cards, you end up with errata, where found a PCB bug, and, as part of the manufacturing process, we have to cut a trace and solder on a wire. I loathe that idea, but it's really not so bad if it's made into a consistent process, is done properly, and passes all tests. Bodged boards that work properly are not something you'd want to sell, but since they work, no one's going to complain if they get one for free. Plus, there are going to have to be a certain number of free boards given out ANYWAY.
