Sounds like we could get a simple processor or perhaps some random
logic connected to serial to reprogram an SPI PROM stuck on a board.
All we do is program the PROM and then connect it to OGC, where it...
well, just behaves like a PROM, because that's what it is.

I would prefer to use the DDC key - and when it supplies only ONE mode
from EDID (detected by video-bios), the card's output will be set to
that fixed mode.

That's what I would use, but I see other uses for the SPI off-board board too.
