I'm still trying to figure why there is a need for this external mode setting box. I would have thought that the hardware powers on with video output disabled. When the host executes the VBIOS ROM it reads the DDC, sets a mode, and enables video out. All of the cards default to 640x480 VGA if they can't find a valid EDID.
For a fixed frequency monitor you would just change the default mode for when there is no EDID from 640x480 to whatever you need, reflash the VBIOS and boot. No external box needed. If there is no VBIOS part of the system boot process needs to program the mode but it can still handle a fixed frequency monitor if the hardware powers up with video output disabled.
