I did, but I may not have restarted the osrf services correctly.  To do so, 
should I stop and restart ejabberd, memcached, and postgresql from /etc/init.d?

Or should I just run " osrf_ctl.sh -a start_all" from 
/home/opensrf/opensrf-2.0.1/bin?

That very well could be the same issue.

Did you actually try changing the settings and restarting your osrf services?

You should also inspect action.hold_request with id of 46908 to see if  
anything is wrong with it, though I doubt it.
