Chauncey, You might also want to look at this old thread (http://comments.gmane.org/gmane.education.libraries.open-ils.general/6051) which discusses using issuance holds. Issuance holds are used in concert with serial units (which are essentially copies, but are created at serial receive time) to request a hold on an issue that can be filled by any copy (normal hold rules allowing).
