I'm not sure if it is the unit files, iscsi or even systemd itself that is the problem. It all seems very strange to me right now. I certainly will post back if it is an open-iscsi issue. As I said, doesn't really seem like the unit files and their requirements are misconfigured. My hunch is something else is in play here, I am just not sure what that something else is.
