I do not think it is a valid bug to have a empty config/db file. It should never happen. Feel free to send a patch to make our handling more robust, but I do not think it is that important. The bug would be what is causing a empty config/db file. Now, that I think of it, I think Chris Leech figured this out and sent a patch. I must have forgot to merge it.
