Well what these comamnds can be read in the corresponding manual pages ;-) But I guess your question was: Why are these needed? Obviously you need all the fielesystems you want to access. /proc, /sys, and /dev are needed if you want to build your initial ramdisk (from my experience), because otherwise they are not present after chroot.
