*INTRODUCTION*
The Client, in collaboration with the ITSB Innovation & Implementation
Project Management Office is requesting assistance to provide project
management and transition management expertise to support project¹s
implementation activities.  Specifically, client is seeking a project
manager to manage the efforts to transition the existing community from
today¹s business interactions to the new business environment.  This
transition effort will require the planning, development, coordination,
execution and follow up of a transition plan.  Key to this effort will be
the close collaboration and alignment with the project team, Middleware
support team as well as the transition activities.

*PROJECT SCOPE/TASKS*
The project management services to be provided will be responsible for, but
not limited to, the development and management of a project plan for
transitioning the existing business partner community to Client¹s web
application.  These project management and transition services will be
responsible for managing the dependencies between the Client¹s Unit and the
project in order to minimize schedule and resource conflicts. The Scope of
Work to be performed includes, but is not limited to, the following:
·     Support the Warrant Administration Unit by establishing and managing a
project plan for transitioning the Direct Authorization (DA) Business
Partners community to the new my|Client environment
·     Document the point-of-contact for each DA Business Partner
·     Document the communication and education approach for the DA Business
Partner community
·     Coordinate the copying of communication and education materials
·     Coordinate the distribution of communication and education materials
·     Coordinate establishment of dedicated eMail box for sending and
receiving eMails
·     If approved, coordinate the set up of a Direct Authorization Webpage
for the posting of readiness information
·     Monitor and respond appropriately to eMail inquiries to the dedicated
eMail box
·     Develop meeting agendas and presentation materials associated with
education teleconferences
·     Coordinate the set up and facilitate a series of two-hour
teleconferences with DA Business Partners
·     Document and follow up on teleconference action items
·     Assist with the documentation of existing business processes
·     Assist with the documentation of changes to business policies and
procedures
·     Coordinate the distribution of business policies and procedure changes
·     Document the ³Reporting Method² selected by each DA Business Partner
·     Coordinate file format testing for DAs opting to submit or upload and
electronic file to my|Client
·     Document appropriate ³certification² criteria for DAs prior to
my|Client go-live
·     Coordinate the distribution of Client IDs to DAs prior to go-live
·     Identify and manage transition activities interdependencies with PSR,
PERT and HBB
·     Track interdependencies and completion of commitments to schedule
·     Coordinate and facilitate risk resolution between dependent projects
·     Ensure timelines are met and quality standards are maintained
·     Establish and measure key metrics of DA Community¹s readiness
·     Report progress of transition plan activities to BNSD management on
weekly basis
·     Prepare presentations of transition efforts and results for executive
briefings as required

*ASSUMPTIONS*
·     Education packets on system functionality will be developed by the PSR
Project
·      The DA Business Partner Community consist of approximately 140
entities
·      ITSB will provide technical assistance for any business partner that
requires establishing a FTP connection
·      Client ID diskettes for distribution to DAs prior to go-live will be
created by the PSR Project
·      If requested by BNSD Management, the build and set up of a DA Webpage
would be accomplished by the PAOF¹s Web Communications Team and ITSB Web
Development Team as appropriate
·      Warrant Administration subject matter experts will be available to
provide business process knowledge associated with direct authorization
processing to the project manager and business analyst
·      Warrant Administration subject matter experts will be available to
review communication materials and participate in web conferences
·     Report to Project Manager, Sponsors, and Executive Steering Committee
as required
·      Submit monthly timesheets to Project Management Office (PMO) Manager
·      Attend project, staff, and management meetings as required
·      Participate/attend PMO Staff Meetings
·      Follow Client Core Values and foster team work among staff
·     He or she is expected to work well with others in a collaborative mode
