Scope and Description



This engagement requires specific skills and experience as identified under
the Staff Experience Requirements.  A resume must be provided for each
proposed consultant for this engagement.  An acceptable resume must include
the person's education, any applicable credentials or certifications,
current work history and a summary of similar work performed.  The
consultant must provide proof of requisite experience and qualified
candidates who can complete the identified services and tasks for the future
work orders.  Candidates’ resumes must show relevant experience with IT
projects and associated references.  Sufficient detail must be included in
each resume to allow CLIENT to confirm the experience cited.

A Senior Consultant in IT development may be offered under this request.
The Contractor will be responsible for supplying personnel to meet or exceed
the minimum requirements as described below in order to be compliant with
the scope of this request.  Experience must be within the last ten (10)
years from the date of Consultant’s response.



Contractor Experience Level/Knowledge



The consultant will have must have the following experience level and
knowledge:



·        Technical software development experience in PeopleSoft HRMS and
Time and Labor  Modules (version 8.XX), PeopleCode, PeopleTools, SQR, and
SQL

·        Demonstrated knowledge of CLIENT’ business processes related to
time reporting

·        Experience in designing, coding, and documenting software
modifications

·        Experience in developing and executing unit and system software
tests

·        Experience in identifying and resolving software defects

·        Demonstrated experience in providing problem resolution strategies

·        Strong communication and analytical skills

·        Ability to work independently and collectively within a team
environment





Deliverables



Consultant Responsibilities



The Consultant’s responsibilities encompass those tasks necessary to
complete and document system software development activities:



·        Work with the Staff Central Team to complete detailed analysis of
user requirements for system software modifications

·        Develop scope of work documents, time estimates and work plans for
all requested tasks

·        Design, build, test, document and implement system software
modifications to PeopleSoft HRMS and Time and Labor modules (version 8.XX)

·        Conduct and participate in Staff Central Technical Team’s design
and code walkthroughs

·        Provide technical support to project team members

·        Work with the Staff Central Team to develop and perform unit and
system tests

·        Work with the Staff Central Technical Team to migrate software
modifications into production

·        Adhere to the technical standards as outlined in the Staff Central
Developer’s Handbook

·        Attend weekly meetings and communicate issues to other team members

·        Provide weekly status reports to the Staff Central IT Manager



Status Reports



The Consultant will submit weekly status reports to document his efforts
spanning that period.  The reports will describe the activities and tie them
back to the project’s Work Breakdown Structure (WBS).  The report will
describe the planned activities for the next status period and note any
problems that may impact the project’s schedule.



Consultation



The Consultant will be asked to ensure that product and knowledge transfer
is made to other CLIENT technical staff.  They will provide technical
assistance in all aspects of system software development to other IT staff.
