*Req Id: *SAM-SCRP-00007** *Title:* Business Analyst/Consultant IV *Location:* Salem, OR *Duration:* 5 months *Rate:* Open *This position is with Judicial Department and involves the background Investigations: Criminal - City, Criminal - State, Criminal - Nation, DMV* *Local candidates preferred* *Description:* The Business Analyst/Consultant IV (Program Plan Manager) reporting to the CIO will work with the PMO Manager and other Senior Managers to consolidate and maintain all the program documentation and work plan and schedules. Will work to develop and maintain a Program Management Plan and comprehensive work plans and schedules. Will maintaining all key Program documentation and schedules including Program Charter, Program Scope, Program consolidated work plans and schedules. The Program Plan Manager will work with the PMO Manager to resolve project schedule conflicts and look for opportunities to increase coordination of activities among the various projects and initiatives. The Program Plan Manager will serve as the key liaison with the cost management staff to coordinate the flow of information and data between the consolidated project schedule and the Program's cost management systems. Will attend informational meetings on behalf of the CIO/Program Manger to assure that information and communication about eCourt Program activities continue to flow appropriately at all levels. The Program Plan Manager has the authority to make and document many mid-level decisions as well as identify decisions requiring activity by the CIO/Program Manager or executive sponsors. The Program Plan Manager monitors and reports organization's progress that outlines target to actuals, identifying organizations requiring implementer aid. Facilitate the development of project scope definitions. Report progress on programs budget, schedules and resources. Report risks and possible contingency plans. Facilitate team, conduct team meetings, develop tasks, and assign roles and responsibilities. Motivate and coordinate others within the program. Explain business and technical objectives, strategies. Provide information regarding the business and technology impact of the program. Help the organization move forward with migration progress. Assess progress and work issues and risks. *Responsibilities & Deliverables:* - Consolidate and maintain all program documentation and schedule. - Serve as liaison with *Business and Fiscal Services* to coordinate flow of information and data. - Attend meetings to assure information and communication flow appropriately at all levels. - Update documents and Schedules on Project Server - Must be able to multi-task in an orderly manner - Experience working on a *large scale project* providing and maintaining documents and schedules within a PMO structure and *overseeing a document repository (Project Server).* Self motivated and directed in designing and spearheading a documentation creation and consolidation strategy to achieve program's success. - The individual must possess a Bachelor's degree in Business Administration, Management, Information Technology, Communications or related field. - Must be intimately familiar with *PMBOK practices.* - *PMP* certification is a plus.
