Role: Performance Test Architect Location: Brooklyn, NY 11201 Duration: About 6 months Interview: In person after Telephonic Only Candidates with GC/EAD-GC/USC SCOPE OF SERVICES: The NYC Department of Education’s (DOE) Special Education Student Information System (SESIS) supports the evaluation of special education student needs and provisioning of special education services, and is intended to be the vehicle to facilitate and monitor compliance as well as produce State and Federal court-mandated reports. It is currently incapable of supporting critical reporting and data management functionality and the SESIS application itself is plagued with defects and issues. The City is conducting an assessment to produce a strategy and plan for improving SESIS, an effort that will involve the DOE, the NYC Department of Information Technology and Telecommunications (DoITT), the Mayor’s Office, the Office of Management and Budget (OMB), and the NYC Law Department (Law). This assessment will follow three streams of work: 1. Conduct emergency repairs to support system performance and stability; 2. Adequately address Jose P vs Mills and Medicaid reimbursement claim reporting requirements; and 3. Propose a solution that fully manages DOE’s process of evaluating special education student needs and provision and tracking of special education services. Responsibilities: This position will serve as the project’s lead Performance Test Architect / SME reporting directly to the Project Manager. The Performance Test Architect/SME will provide direction on planning and executing performance testing of the SESIS system, to include day-to-day hands-on installation and configuration of application performance, hardware performance, and network performance tools (i.e. Dynatrace, etc.). The Performance Test Architect / SME will work closely with other teams and vendors to measure all aspects of the system’s performance end-to-end. The Performance Test Architect / SME will collect, analyze, and report all required data to assist the team in directing resources to correct short-term issues and to create a plan to address long-term problems. MANDATORY SKILLS/EXPERIENCE Note: Candidates who do not have the mandatory skills will not be considered • At least 4 years of experience as a Performance Test Architect / SME (or similar function) with client facing experience. • Experience as the subject matter expert (SME) using Application Performance Management and system/network monitoring tools (Dynatrace, New Relic, etc.). This requires intimate knowledge of the tools (i.e. Dynatrace, etc.) and it requires relevant industry skills and knowledge. • Must possess a strong knowledge of enterprise application architecture and technologies including web applications, web services, distributed and mainframe databases. • Must be meticulous and excel in software & hardware architecture analysis, operating system principles, network architectures, and troubleshooting complex performance issues. • Must possess strong experience using and implementing best practice programs with respect to load generation, bottleneck analysis, usage of modeling tools and statistical analysis. • Expert ability to capture/analyze /interpret technical data - performance metrics from application, database, OS, and Network. • Expert ability to identify and help troubleshoot problems, and confidently recommend solutions to identified application and network issues, including but not limited to tuning of applications, architecture, and implementing industry best practices. • Familiarity with current technologies is required; especially in complex, transaction-intensive web-based systems utilizing SOA techniques preferably implemented using .Net, Java, Web Services. • Ability to install, configure, and troubleshoot Application Performance Management products. • Ability to work with multiple teams and customers to define & scope performance goals and the capacity to clearly characterize system performance results to stakeholders. • Must have experience analyzing and reporting performance test/monitoring results to different functional groups, including external and internal clients. • Excellent communication and writing skills. • Ability to be an effective team player. • Strong sense of ethics and professionalism. • Strong working knowledge with the following tools: Microsoft Word, Project, Excel, PowerPoint, Visio. • Ability to create presentations and status reports DESIREABLE SKILLS/EXPERIENCE: • Prior government project experience (NYC strongly preferred). • Prior experience working with education • Prior experience with data management systems and architecture Thanks, Shalin TCA Consulting Group Inc. recrui...@tcagroupmail.com Mobile: 704-954-8008 -- You received this message because you are subscribed to the Google Groups "Open Source Erp & Crm" group.
