Role: Sr Business Analyst Duration: About 6 months Location: Brooklyn, NY 11201 Only Local Candidates with GC/EAD-GC/USC SCOPE OF SERVICES: The NYC Department of Education’s (DOE) Special Education Student Information System (SESIS) supports the evaluation of special education student needs and provisioning of special education services, and is intended to be the vehicle to facilitate and monitor compliance as well as produce State and Federal court-mandated reports. It is currently incapable of supporting critical reporting and data management functionality and the SESIS application itself is plagued with defects and issues. The City is conducting an assessment to produce a strategy and plan for improving SESIS, an effort that will involve the DOE, the NYC Department of Information Technology and Telecommunications (DoITT), the Mayor’s Office, the Office of Management and Budget (OMB), and the NYC Law Department (Law). This assessment will follow three streams of work: 1. Conduct emergency repairs to support system performance and stability; 2. Adequately address Jose P vs Mills and Medicaid reimbursement claim reporting requirements; and 3. Propose a solution that fully manages DOE’s process of evaluating special education student needs and provision and tracking of special education services. Responsibilities: • Employ User-Centered Analysis techniques (Interviews, direct observations, JAD sessions, etc.) to understand business needs and clearly define the Business and Functional User Requirements for the Special Education Student Information System. • Work closely with other team leads (User Experience Designers, Front-end Developers, Back-end Developers, Data Architects, and QA Testers) to translate requirements into optimal solution designs. Deliverables: • Assess gaps in Medicaid Claiming Requirements against current implementation • Assess gaps in Jose P Requirements against current implementation • Review current state Reporting & Analytics Architecture • High Level Business Requirements for the assessed gaps • Detailed Business Requirements for the assessed gaps • Data Dictionary • Data Model • Business Process Flows • Business Rules • Use Cases • Error Messages Inventory • Content Inventory • Identify Training materials and Standard Operating Procedures in need of updates MANDATORY SKILLS/EXPERIENCE: · At least 8 years of experience as a Business Analyst gathering business and functional requirements for large-scale database management systems. · Proven experience in defining requirements for solutions in multiple-entity environments (multiple agencies, business partners, etc.) · Experienced with formal SDLCs and business analysis methodologies; Working knowledge of business analysis documentation standards · Experienced with database management systems, particularly reporting infrastructure, such as data warehouses · Experience using an automated requirements management tool (preferably CaliberRM) · Experience using standard project tools including Microsoft Project, Excel and PowerPoint · Excellent oral and written communication/soft skills and the ability to clearly articulate to all project members and stakeholders; must be a team player who works well with technical and non-technical resources · Must take initiative, be a decisive decision-maker and show confidence in decisions made: · This candidate must have the experience and vision to establish a plan for conducting complex analysis and requirements gathering. This includes the ability to lead work sessions and teams of independent stakeholders and resolve conflicting viewpoints in a diplomatic but assertive manner. This person must have communication and presentation skills well above average. · Additionally, the candidate should have a resourceful and flexible attitude and be comfortable working in a fast-paced environment with rapid changes in direction. · Must be able to take strategic direction from executive management and participate in strategic planning activities throughout the lifetime of the project · Must be able to see tasks through to completion without significant guidance DESIREABLE SKILLS/EXPERIENCE: · Prior government project experience (NYC strongly preferred). • Prior experience working with education • Prior experience with data management systems and architecture.
