Project Description

The client is in the process of a Systems Modernization Project (SMP), this
system will be replacing the client’s legacy licensing, enforcement,
imaging and stand-alone applications with an integrated solution built
around a Commercial Off- the-Shelf (COTS) product.  This project has a very
short timeframe to architect the integrations of existing applications with
the selected COTS solution and develop software for the functionality gaps
identified during the project.

The Application Architect will assist with the development and
implementation of development, testing and release standards prior to the
implementation of the SMP as well as assisting with the efficient
integration of SMP solutions with existing LCB applications.  Efforts must
include a roadmap to standardizing Microsoft .NET/SQL technologies.  The
candidate must have foundation in application development, systems
integration, business and technical analysis, system testing and enterprise
architecture.
  *Scope of Work*

It is anticipated that the Application Architect *will need to provide 125
hours of service, per month*, for the client. The Contractor shall complete
functions including, but not limited to the following:

*1.    *Review the vendor’s COTS solution and LCB current application
portfolio to design, develop and implement an application architecture
model.

*2.    *Serve as the expert for assessing, informing, guiding, and teaching
technologies in decisions related to technology investments for the project.

*3.    *Design and develop integrated solutions. These include, but are not
limited to:

*a.    *Centralized APIs and interfaces

*b.    *Core development delivery processes, such as deployment and package
delivery

*c.    *External web applications

*d.    *Internal web applications

*e.    *Commercial Off- the-Shelf (COTS) systems and their interfaces with
other LCB developed solutions

*4.    *Apply Lean/Agile methods and advanced technical knowledge to
evaluate and develop a solution (applications, interfaces and relational
databases), and execute quality assurance testing and performance.

*5.    *Identify, build, and guide others in consistent and sustainable
application development architecture which will provide efficiencies and
reduced rework on new and existing software applications.

*6.    *Provide user training and knowledge transfer to client technical
support staff


*Work Requirements*

The candidate will work collaboratively with the client staff in activities
which may include, but are not limited to:

·         Conducting analysis or gathering information with client staff.

·         Seeking input or direction from the client staff or management.

·         Development of any criteria for decision making choosing among
options.

·         Peer review and feedback on work assignments.

·         Preparing materials, demo system, or data for presentations.

·         Maintenance of a work or task plan.

·         When requested, participation in meetings and teleconferences
with the client staff, and provide input to business and customers and
other team members.

·         Sharing knowledge with the client employees, including knowledge
transfer to FTE technical staff and coaching or mentoring business area
customers is required on all work completed.



*MINIMUM QUALIFICATIONS – Application Architect*

*1.    **Qualifications*

Advanced degree in information technology management, computer,
engineering, or a related field.

*2.    **Experience*

·         Minimum of 10 years’ experience in Application Architecture

·         Recent experience on a large-scale project similar to this one

·         Experience working in agile development on data warehouse
projects with multiple iterations of model releases

·         Experience in analyzing current enterprise architecture and
recommend changes for a future state.

*3.    **Technical Competencies*

·         Understand the system development lifecycle and software project
management approaches

·         Knowledge of data modeling and database design

·         Knowledge and understanding of established and emerging data
technologies like columnar and SQL databases, predictive analytics, data
visualization, and unstructured data.

*4.    **Core Competencies*

·         Capacity to animate requirements sessions with business users

·         Excellent oral and written communication skills

·         Facilitation skills

·         Sound decision-making

·         Strong analytical skills

·         Results-oriented

·         Working with others

·         Strong organizational, interpersonal and coordination skills
