*Job Description:*



The Quality Management Lead is accountable for the tailored framework
(methods, processes, procedures, templates, samples, and training) to enable
the work effort’s success throughout the lifecycle. The Quality Management
Lead serves as the consultant to the work effort’s Program Project
Realization Team (PRT) / Enhancement Release Realization Team (RRT) in
ensuring that the Quality Strategies and Plans are addressing the right work
effort risk and assuring that the Quality Plan is being executed and
controlled.



Manages and coordinates the staff and activities of a business unit which
provides project management processes, standards, support and tools. Manages
the relationships and acts as liaison between the functional teams, business
unit leadership, and other stakeholders throughout the program and project
cycle. Develops an implementation approach and methodology for execution of
the business strategy and manages implementation.



 Activities/Functions:



Tailors standards and best practices (including methodologies, processes,
procedures, approaches, samples, templates, tools) from Our Client's process
asset library and industry into the working practices of the work effort



o   Ensures that the Quality Management Strategy and Plan is tailored to the
appropriate level to provide the highest level of value for the work effort
at the appropriate level of cost, while addressing the risk of the work
effort. Provides Quality Strategies and Plans based on enterprise lessons
learned and best practices.



o   Develops proposed improvement plans to product, process, and resource
quality gaps for alignment and action, via After Action Reviews, Quality
Reviews, and Quality Metrics



o   Assists with decision on appropriate phase and subphase exit criteria in
order to properly govern the delivery and ensure quality throughout the
lifecycle



o   Consults in defining and governing the appropriate quality metrics to
use in measuring the overall product, process, and resource quality within
the work effort



o   Consults in defining and governing the quality reviews of the work
effort’s products, processes, and resources



o   Performs collection, analysis and trending reports on quality metrics
and key performance indicators to enable decisions and action plans



o   Accountable for Quality Management, methodology, process, and tool
training material and coordination and delivery of training to the work
effort’s team members



o   Provides coaching and expertise in delivery lifecycle functions on work
effort



o   Leads internal quality audits, as needed



Essential Duties & Responsibilities



1. Manages the work activities and staff of the functional area and has full
management responsibilities for the performance and development of
subordinate staff in accordance with corporate strategic directions.

2. Manages the work activities for multiple projects, consisting of one or
more project teams.

3. Leads project prioritization processes for the area, linking to business
strategies. Reviews and evaluates project plans and objectives, project
plans and budgets and priorities.

4. Supervises project execution including scheduling, team building, and
maintains working relationships with functional areas, monitoring progress
and results.

5. Establishes quality and performance targets. Applies effective project
management methodologies and control techniques and financial trending
analysis for evaluation of projects.

6. May provide technical expertise for technically complex aspects of
assigned projects.

7. Develops and implements communication plan, and implements document
management process.

8. Participates in the development of financial plans and budgets.

9. Responsible for staying up to date on trends and developments within
functional area of expertise as well as the insurance industry.

10. May participate in development of business requirements to support
continuous improvement in project management capabilities.



Organizational Alignment:



o   Direct Line report to the Quality Management Function in the ePMO



o   In-direct / Dotted Line report to the work effort lead / sponsor (PRT
Lead or Business Sponsor) as a consulting role to the PRT / RRT



Qualifications:



o   Graduate Degree / MBA in business and/or Information Technology is
preferred



o   Total experience: 10+ years of both consulting and general industry
experience in Software Engineering practices with approximately 5-6 years
specific to Software Engineering Quality



o   Extensive and up-to-date knowledge of quality management challenges,
trends, and leading practices



o   High competency of written and verbal communication, influencing,
presentation, and listening skills in order to interact with executive
leadership



o   Knowledge of industry standards such as: ISO9001, COBIT, CMMi, ITIL.



o   Knowledge of and experience of industry software lifecycle techniques
such as: Agile, Scrum, Waterfall, Spiral, Enterprise Package Implementation,
Business Intelligence, Custom Development, Integration



o   Strong organizational, time management, and follow up skills



o   Ability to be independent and complete work assignments with little
oversight



o   Hands on experience in implementing Software CMM, CMMI at least at Level
3



o   Should have exposure in Quantitative process management across the
organization



o   Experience in Product Quality Assurance, including Quality Planning,
Assurance, and Control



o   Should be familiar with Six Sigma/ Total Quality Management/Lean and
other models.



o   Experience with Standard CMMI Appraisal Method for Process Improvement
(SCAMPI)
