Various Microsoft software applications are used to support the JUSTIS
infrastructure. These applications include Microsoft Windows Server,
Microsoft Web Server (IIS), Microsoft SQL Server, search engine (FAST) and
MS BizTalk 2009.



*Responsibilities:*

·         The Contractor shall provide system design, development and
implementation support in the upgrading of the JUSTIS technical
architecture to MS BizTalk 2016 Enterprise, MS SQL 2016 Enterprise and MS
Server 2012 Standard.

·         The Contractor shall provide system design, development and
implementation support in the maintenance and enhancement of existing data
exchanges between the District and cross-jurisdictional agencies.

·         The Contractor shall be responsible for all aspects of design,
implementation and administrative/clerical support.

·         The designs and software shall have the capability to accommodate
any future CJCC needs, thus the appropriate priority solutions must be
scalable. 7

·         The Contractor shall provide system design and development
support in the implementation of new workflows between DC and
cross-jurisdictional agencies:

·         Based upon business requests submitted by partner agencies

·         In support of reporting and analytics technologies utilized by
the CJCC Statistical Analysis Center (SAC)

·         In support of addressing data quality issues such as charge codes
reconciliation, removal of records previously exchanged among partner
agencies via automated data feeds

·         To include mental health and substance abuse data as it relates
to DC public safety and based upon the National Information Exchange Model
(NIEM), the Contractor:

·         Shall gather the business and functional requirements.

·         Review and analyze the business and functional requirements and
then translate them into technical requirements.

·         Verify these requirements with the CJCC and participating
agencies.

·         Design and develop a technical architecture based upon the
technical requirements.
