OK, I just committed a patch that modifies the DEC license in region.c
according to what I found in http://bugs.freedesktop.org/show_bug.cgi?id=283.
Basically, we forked miregion.c a long time ago (from RealVNC, and they forked
it from XFree86), back when the license was less permissive. Since then, the
xorg guys got permission from Compaq to alter the license.

What I did was refork miregion.c from xorg and apply all open-vm-tools region.c
patches to it other than the existing license. This patch is now in git and
will also be in the next open-vm-tools code refresh.
