Our intent was for LGPLv2 adhering bits to be "no later version". Looking at 
the code now, I see what you mean (I think most of the COPYING files refer to 
"any later version" while most of the snippets embedded in individual source 
files refer to "no later version").

This is something we'll need to correct; could you please file a bug so we can 
better track the issue?
