We don't really know most distro packagers (some of them hang out in the
open-vm-tools development list, but my guess is that most don't or at least are
not active), but I wouldn't lay the blame completely on them.

We've not done a very good job of releasing stable versions of open-vm-tools or
of keeping the current stable version up-to-date. So the problems you're having
with DKMS are probably just a reflection of that.

On that note, we do plan to refresh the stable version some time soon, pending
some internal milestones, and we plan to do a better job at keeping them
up-to-date with support for newer kernels. Hopefully, since it will be a new
stable package, Debian (and others who shy away from the development releases)
will pick it up once it's released.
