The fast-restart and bitmaps paragraphs could be changed to reflect the
configure options:
--enable-fast-restart enable fast startup of file server
without salvaging
--enable-bitmap-later enable fast startup of file server
by not reading bitmap till needed
Policy question - Should the news file be incremental, or should it be
edited? I.e. should the FAST_RESTART para be changed, or should a new
paragraph be added at the beginning mentionion the additional options?
