This same broken file I've got on two different hosts located on two different networks. :(
The file on the server is correct.
You haven't said how you got the file you have. Did you use http or ftp? If ftp, did you make sure you were transferring in binary mode?
Alternately, you can get the file by copying it from /afs/grand.central.org/software/openafs/
