The test programs *are* only in the tests directory.
The single script command-args-t is in tests/doc/man-pages
The other tests (under tests!) symlink upward to it.
We need to have a git checkout that works on Windows, so sadly we can't use
symlinks within it.

How did I know ahead of time this wouldn't be easy...
I'll see if I can figure out another way to keep it
from turning into a bunch of duplicated code all
through tests/*
