Adding ACLs to the objects is the proposal that Gergely referred to that
was posted in 2012.  He wants to implement something that is less
complex and reduces the need for new ACL management RPCs and database
schema changes.

The VL and VOL interfaces that would be modified are not queried by the
cache manager.  They are used by the "vos" command (and equivalents).
The ACLs would be enforced by the vlserver and the volserver.
