touch /vicep?/AlwaysAttach will cause /vicep? to be considered a valid container for volumes even if /vicep? is not a mount point.

Mount them as /vicep? instead.  It will be much easier.

That being said, there's some trick that lets you use a symlink from
/vicep? to the actual mount point.  You have to create a file that forces
the file server to still treat the partition as eligible for AFS volumes.
I don't remember the magic, but someone else here should know.
