Perhaps, but the file you are interested in is

  \Program Files\OpenAFS\Client\Program\afs_shl_ext.dll
  \Program Files\OpenAFS\Client\Program\afs_shl_ext_????.dll

which installer are you using?  I bet there is a but in the MSI but not
the EXE.
