InChIFormat produces the same output:
InChI=1S/C19H13N3O3/c23-16-10-12-6-2-1-5-11(12)9-14(16)18(24)22-21-17-13-7-3-4-8-15(13)20-19(17)25/h1-10,23H,(H,22,24)(H,20,21,25)
but they should not be the same: there is no /b layer.
The canonical smiles are correctly different.
