We have generally used a release branch for bug-fixes. Those who are interested
in keeping with stable bug-fixes are suggested to use the openbabel-2-3-x
release branch. I fully believe releasing bug fix releases with every commit
will drive people crazy.
Also, the version numbering (e.g., 2.4) generally refers to fairly major
releases. That said, if someone is willing to help make 2 releases a year, that
would be most welcome.
As far as a release checklist, I thought there was one on the wiki, but I don't
see it. I'll check through my notes and put something up, but with travel and
vacation, it may not happen for a week or so.

Great - I would be happy to do that. I would suggest looking at cutting a
release on the current master and as bugs are fixed we can create new hotfix
releases. My personal preference is to release bugfixes early and often -
perhaps as often as every bugfix commit. I would additionally suggest creating
new minor releases every 6 months or so.
I as well as other folks on my team will be happy to assist in doing so. Do you
have a release procedure or anything outlined already? How would you like to go
about coordinating this activity?
Mind if we (the community) ask a bit more about what you're planning on doing?
