I have packaged the 3.0.0a2 tag - let's consider it a "release candidate" for
3.0. The big pain is getting the scripting bindings built.

I'd like to get some feedback. Clearly the Python bindings get a lot of use. We
also have:

# mono
# R
# php
# ruby
# perl
# java

While I'm working on a Docker instance for building many of these, I'm not sure
if it's critical to have all of these bindings in the release source..

So if you use Java, R, and Mono, please let me know if it's critical to have
them as part of the source tarball or if you can build from Git.
