Cfcontent does work so it's likely a more subtle issue.
Just to confirm what you're seeing, can you try the following test page?
<cfif structkeyexists( url, "test" )>
<cfcontent type="text/html; charset=utf-8">
<cfelse>
<cfhttp url="http://localhost/openbd/index.cfm?test">
<cfdump var=#cfhttp#>
</cfif>
