Some of the Jetty users on the list may have further insight, but that's really a Jetty question more than an OpenBD question, since what you're really doing here is running Jetty (which is the servlet container that is the basis of the Ready2Run version) on port 80.

The "non-root user" bit probably doesn't apply on Windows but that should at least get you started.
