While you can use Java for this, I'd highly recommend the BitRock installers: http://www.bitrock.com/. They can do everything you describe, do it elegantly, and do it multi-platform. They are also very affordable as far as install software goes and their support is simply outstanding.

There may also be licensing concerns with distributing your app as a package like this along with OpenBD if your app isn't GPL too. Talk with the folks at NewAtlanta or AW2.0 to make sure.

that comes to mind is to write a small java application which performs
6a, 6b and 6c, using Java's excellent networking libraries.

Does anyone have any ideas?
