Honestly I'd have to check--I don't use web services a ton. I believe it
does though.

Actually tools.jar is one of the core JAR files that ships with the JVM. So
wherever your Java install is located, look in the lib directory and you
should find a tools.jar file in there. Simplest way to resolve the error is
to copy tools.jar into OpenBD's WEB-INF/lib directory. Running out the door
so I can't double-check where that is on the Ready2Run version but I can
help later this evening if you're still stuck.
